S106M highlighted several errors in the council’s appraisal on this scheme, and methodological issues with the approach to build costs.

 

Due to the extensive time period of the application and delays in this under-resourced local authority we also ensured all information was regularly updated in a period of fast-moving build cost and value inflation.

 

While the underlying viability case suggested a zero contribution, we agreed a compromise outcome to ensure a swift resolution to consent given previous long delays. Terms were also negotiated including later payment after occupation of the units and no late review mechanism.
