This case involved provision of an enabling development report justifying further development of a Grade II listed site to cross-subsidise conservation and refurbishment works on the listed asset.
S106 Management provided a two part enabling development appraisal following Historic England guidance, demonstrating 1. The conservation deficit of conserving the listed asset and 2. The minimum required ‘enabling development’ required to fund these works.
Our reporting was accepted by the council as policy justification for the proposed development in line with conservation policies and NPPF Chapter 16.
